Cornelius Russ was born on February 26, 1844, in Richmond, North Carolina, United States, son of Stephen Russ (1810–1884) and Mary Ann McBryde (1804–1890).

Cornelius served with the 21st Regiment, North Carolina Infantry, CSA during the Civil War. He lost a leg in the conflict and received a disability discharge.

Cornelius died on September 11, 1914, in Robeson, North Carolina, aged 70.

He is buried in Russ Family Cemetery, Bladen County, North Carolina.
