Is there a project dealing with Pre-1700 Prussians from the Westphalia/Northern Rhine region?

I want to contribute to the deep genealogy on our shared tree. Here are people I can add, along with dates and locations:

Heinrich Reinke Wulf (Or Wulff)

BIRTH 06 JAN 1666 • (#52), Haldem, Minden-Lubbecke, Nordrhein-Westfalen, Germany

DEATH 24 SEP 1734 • (#52), Haldem, Minden-Lubbecke, Nordrhein-Westfalen, Germany

Recorded Baptisms from the Stemwede area. Evangelical Lutheran Church of Dielingen The files contain record information from Dielingen Church books. They contain the basic information for each entry. We recommend that you still order the films and use these files to quicken your searches. You should verify the information is correct, plus you will find additional information in the records than you find here. These files are new and more files will be added as the data is transcribed and compiled.  Microfilmed copies of the church books can be viewed at Latter Day Saints (Mormon) Church Family History Centers. The records available are shown below. The baptism records show the baby's name, date of birth, the parents' names and residence, plus up to 3 baptism sponsors.

It would be nice, if you could use the historical place names though, since Nordrhein-Westfalen only was established in the 20th century,.

At this moment I am melting in 36deg heat.

I do not know if anyone has a better plan. I think it important to identify place names by unique codes like the Wikipedia ID.

The problem is that during the time of the Holy Roman Empire alone there were around 5000 different states; at its peak 1700 at the same time. And place names would be millions.

Who shall write that list?
It would be a bonus if I or someone specializing i the area to add a note with the former name of the area. I would guess in 1666, it would be either Rhineland, or Westphalia (Westfalia) but I don't have a gazeteer that includes 1666?

Till 1648 it is: Haldem, Hochstift Minden, Heiliges Römisches Reich

1648 till 1806 it is Haldem, Fürstentum Minden, Heiliges Römisches Reich

The later one, the Principality of Minden, was co-ruled by the Elector of Brandenburg, who in 1701 also became King of Prussia. But the region in Question till 1806 de jure was always part of the HRE (Holy Roman Empire),  NOT of Prussia.

Prussia was never part of the Holy Roman Empire.

I am sorry for my confusing comment.

I do not want to create a new index for all the thousands of possible locations.

I was trying to promote the use of Wikipedia codes in location category CIB to serve as unique identification codes.

2 weeks ago, I was involved in a discussion about cemetery categories in present-day Slovakia. It was very useful to use the Wikipedia Id Code (Q1023931) for to find the village name written in Slovakian (Slovenský Grob) and Hungarian (Tótgurab). @Danny Gutknect, that is wonderful detail. I will add that as a note if possible. Certainly in my own notes. Can you provide me with a source for this info? It sounds like something I can certainly use going forward.... Or should I say, going backwards?

It would be awesome if there was a field that would allow for period-correct place-names adjacent to the current location names. I think to only have one option for location might be very confusing since relatively few people will have your knowledge of historic place-names. 

Also, are there any projects that are specifically dealing with this area (Haldem and/or Wehdem, Fürstentum Minden, Heiliges Römisches Reich

This question falls outside my area of knowledge. I do think that with a bit of work someone in the Germany Project will be able to help you.
