Richard Robert Bailey, born on February 18, 1930, in Little Rock, Pulaski County, Arkansas, was the son of Carl Edward Bailey and Margaret Leona (Bristol) Bailey. His early years were spent in the heart of Little Rock, as evidenced by his residence on Tyler Street in 1930 and Catley Street in 1940.

A commitment to education marked Richard's path as he graduated from Little Rock High School, setting the stage for his academic journey. His pursuit of higher education led him to the University of Arkansas, where he diligently worked towards earning a Bachelor of Science degree in Business Administration. During his university years, he became an active member of the Sigma Chi Fraternity and showcased his academic excellence by serving as the president of Beta Gamma Sigma, an honorary scholastic society.
