Owen Bartlett was born in September of 1884 in Southampton, England. He was the son of Frank Bartlett and Hattie Owen.[1]

Owen graduated from the US Navy Academy in 1906.

Upon the outbreak of World War I, he became the Lieutenant Governor of Guam. Later on in wartime, he commanded the destoyers USS Cummings and Gregory in European waters, which led to his numerous decorations.

He married Betty Barker in May of 1919 in Thurstaston, Cheshire, England.[2][3]

He recieved The US Navy Cross for his service during World War I:

The President of the United States of America takes pleasure in presenting the Navy Cross to Commander Owen Bartlett, United States Navy, for distinguished service in the line of his profession as Commanding Officer of the U.S.S. CUMMINGS, engaged in the important, exacting, and hazardous duty of patrolling the waters infested by enemy submarines and mines, protecting vitally important convoys of troops and supplies through these waters and in offensive and defensive action, vigorously and unremittingly prosecuted against all forms of enemy naval activity during World War I.[4]


Navy Cross

He also received the The Commanders of the Order of the British Empire Award from King George V of England.

Owen ultimately retired in 1926. and passed away in March of 1950 in Jamestown, Newport, Rhode Island. He was buried at the Cedar Cemetery there.[5][6]
