The 1940 census is correct as the address 3353 "I" Street also appears on her father's death record.

There is a marriage 1940 for Margaret Florence Bell to William Collins. That could be her, although it would be good to find corroboration given how common the Bell surname is. Ancestry Record 61843 #623308960 - Newspapers.com obituary, requires subscription; for Margaret Florence Collins dies 20 Jan 1991.
