Allen was born on March 13, 1944 in Ohio to parents John H Bill and Pauline M (Schmidt) Bill. He married Patricia Ann (Sarka) Bill (1948-2016) on February 16, 1974 at St. Roberts Catholic Church in Flushing, Genesee County, Michigan. They had one child together;

Allen died on March 17, 2012 in Owosso, Shiawassee County, Michigan at the age of 68 years. He was buried at the Saint Robert Bellarmine Catholic Cemetery located in Flushing, Genesee County, Michigan.
