Billy was born in 1927 in Missouri.

He enlisted in the US Army in Sep 1946, in Little Rock, Arkansas.^[1] He was single with a grammar school education.

Billy passed away in 1999.^[2] Burial was in the Garden of Devotion in the Memory Gardens Cemetery in Tallahassee, Leon County, Florida.^[3] He shares a grave marker with his wife, Jane D Blackburn who does not yet have a date of death. She may still be alive or buried elsewhere. Billy's marker in inscribed: PVT US Army World War II.^[4]
