Heber was born about 1932. He is the son of Fred Bragg and Laura Bugden.
Heber was adopted by his maternal aunt, Eliza Bugden and raised as Heber Walters, as per obituaries of his adopted sisters.

Walters-9542 and Bragg-1251 appear to represent the same person because: Heber was born as Heber Bragg and adopted by Joseph and Eliza Bugden after his mother's death. See 1935 Census Petley, Trinity Bay Newfoundland. He is also mentioned in obituaries of his adopted sisters.
