Ruairí was born on 15th October 1917 at 5 Fitzwilliam Terrace, Dartry.

He was the son of Cathal and Caitlín (née Kingston) Brugha.
He married Máire MacSwiney.

He served in the Seanad from 1969 to 1973, in the Dáil from 1973 to 1977, and returned to the Seanad from 1977 to 1981.

He passed away on 31st January 2006 in Dublin

and was buried in Glasnevin Cemetery.
