Joseph Désiré was born in La Broquerie, Manitoba, on 21 April 1905.^[1] He was the son of Adelard Bélanger and Gratia Girard.^[1]

He married Yvonne Marion in St. Boniface on 21 August 1937.^[2]

He died in 1989.^[3]
