In 1778 William Clark was a member of the Washington County Cohort, of which Col. John Carter was Chairman, and of which John Sevier was also a member. He was probably a brother of Nathaniel Clark and of a John Clark whose names appear on these early records. At that time, of course, there was no Carter County, which was later cut out of Washington County..
He married Elizabeth Sevier, the oldest daughter of Gov. John Sevier & Sarah Jane Hawkins, about 1786.

William Clark moved to Franklin County, Georgia, where, on Feb. 14, 1792, he was married to Ruth Goodwin (1767-1852),the daughter of Henry and Nancy Goodwin.

William Clark's name appears the records of Franklin, Wilkes, Greene, Oglethorpe and other Counties in Georgia, after his second marriage, and it is significant that according to the Armstrong account, he finally removed to Hall County, Georgia, and died at or near Cartersville, named for the Carter family, same of the near relatives of LANDON CARTER and his father, Colonel John Carter, the first settlers along the Watauga river in the Washington District, which explains the absence of so many CARTER names on the Tennessee records."[1]
