Son of Seth and Catharine Cook, natives of Vermont.
Husband of Anna Stewart.

After his Civil War service, Franklin may have resided in Kansas. His future wife Anna was residing in Kansas in 1880, and Franklin's pension card is stamped "Topeka, Kansas." [2]
