Richard was born to John and Mary Russell Cornell in Cow's Neck, Long Island, New York, on 26 January 1678.
Richard married Hannah Thorne in Cow's Neck in 1701.
Richard and Hannah had 10 children, born between 1704 and 1723, all in Cow's Neck.
Richard then purchased land in Scarsdale, on the other side of Long Island Sound, about 1730. There was controversy about his title to that land that began before Richard purchased it and persisted until after his death, ultimately resolved in favor of the Cornells. In the summer of 1730, the family removed from Cow's Neck to Scarsdale, the first Quakers to settle in that area. The removal certificate, dated 29 July 1730, for Richard and Hannah from the Westbury meeting was read into the minutes of the new Mamaroneck meeting on 10 September 1730.
Richard Cornell, Scarsdale. Leaves to sons Richard, Joseph, John and Benjamin all lands in Scarsdale, New Rochelle and Mamaroneck, not disposed of by deeds. To son Joseph my silver watch. To son Benjamin my clock and cart. To my daughter Mary widow of Edward Sands, one Pistole, over and above what I have already given her. Legacies to daughters Elizabeth wife of Aaron Quimby, Deborah wife of Matthew Franklin, Hannah widow of Josiah Quimby, Rebecca wife of Edward Burling, and " to Hannah Griffin and Elizabeth Haviland daughters of my daughter Phebe late wife of John Williams.
