Phila was born on 25 May 1778 in Brandon, Rutland, Vermont.[1]
When Phila was 19 she married Thomas Goodspeed Winslow on 7 September 1797 in Paris, Oneida, New York. The couple had one child: Alonzo Douglas Winslow.

In the 1850 Census, she is listed living in the household of Harriet Morton age 50 or 51 born in New York. Phila is listed as age 72 and born in Vermont. Also living in this household are William Hall aged 12 and Harriet Morton aged 20. The elder Harriet could be Phila's daughter. In an nearby household is Manville Morton aged 29 born in New York with wife Martha aged 27 born in Ohio, a Daniel Morton aged 3 born in Ohio and a Harriet Morton aged 2 months born in New York. Manville may be the brother of the younger Harriet with whom Phila is living and therefor her grandson. Both families are living in Brandt, Erie County, New York in 1850. There is an Artemus found in Virgil, Cortland County, NY in the 1830 Census with males aged 10-15, 20-30, 30-40 and 70-80 and females aged under 5, 30-40 and 70-80. We cannot tell which male is the head of household but it is likely the eldest male. It is possible the Artemus who died in 1850 is the male aged 20-30 as he would have been 26 in 1830 and may have been living with his parents at that time along with a married brother or sister and their children..
