James was born in 1892 in Herring Cove, Nova Scotia to Edward Dempsey and Teresa Reyno.[1] He was a Halifax Harbour pilot. He married Dorothy Brackett in 1916 in Herring Cove.[2][3] They had at least 10 children together. James died on March 28th, 1940 when he and 8 others and their pilot boat Hebridean of Herring Cove were lost at sea at the mouth of Halifax Harbour when it was accidentally struck by the British steam freighter Esmond.[4]
