Hugh's parents, John Devereux and Mary Osbourne moved from Digby and brought land and settled at Branxholme in about 1858 - Branxholme was originally called Best's Crossing.
Their third son, Hugh become one of the first land owners in the newly established town of Branxholme (surveyed by Lindsay Clarke, government surveyor, and gazetted as a town in 1852). Hugh brought land on the eastern edge of the town and named it Luna Park. He also took up duties as the pound keeper for the township. Hugh and his good neighbour, Matthew Atkinson, gradually over time, brought up more of the surrounding lands around them.
Due to his passing and the subsequent death of his wife, Mary Ball, the property passed first to his niece, Janey (Jarrad) Pulham - daughter of Mary Ball's sister Jane (Ball) Jarrad. The property was later sold to Sis Atkinson and Kevin Lather, and in that time the property was renamed to Four Winds. This property finally passed out of his descendants hands in 2009 when it was sold to an outside party.
He lived on the Branxholme - Byaduk Road, across from the Branxholme Pound Yards that he managed. Brought up his nephew's daughter Zola Devereux, who married Matthew Atkinson's son, Joe Atkinson.
