James was born in 1888. He was the son of John Doone and Mary Hayes.
John served with the 104th Battalion, Canadian Expeditionary Force during World War I.
He married Maude Muriel Logan on 7 May 1920 in Fredericton, New Brunswick.
In 1935, John became the Liberal member of the Legislative Assembly of New Brunswick for Charlotte County. In January 1940, he was appointed as New Brunswick's Provincial Secretary-Treasurer (Minister of Finance), a position he held for about a decade. In June 1949, John was appointed to the Senate of Canada (for Charlotte County). He died in office in 1953.
