Thomas was born in 1815. He was the son of Chichester Fortescue and Martha Hobson.

His mother died in 1824, and his father in 1826.

Thomas was educated at Exeter College, Oxford, graduating BA. In 1833 he inherited Ravensdale Park, County Louth, upon the death of his fourth cousin Sir Henry James Goodricke, 7th Baronet (the son of Sir Henry Goodricke, 6th Baronet by his wife Charlotte Fortescue, sister of the 1st Earl of Clermont).

He served as High Sheriff of Louth in 1839 and was an Irish Whig politician, being returned to parliament as one of two representatives for County Louth (1840-1841).

At the age of 25 he married 24 year old Lady Louisa Grace Wandesford Butler (the daughter of James Butler, the Marquis of Ormond) on 26 September 1840 at the parish church in the parish of St Marylebone, Westminster, England, by licence[1]. George James Knox and Michael Mortimer were the witnesses.

They had no children.

In 1841, Thomas was living at No. 11 Grafton Street, St George Hanover Square, Middlesex, England. He was aged 26 and living on Independent Means. Also in the household was his wife Louisa and his 18 year old brother Chichester.

He was created 1st Baron Clermont of Dromisken, co. Louth [Ireland] on 11 February 1852, with a special remainder to his brother. He was created 1st Baron Clermont of Clermont Park, co. Louth [U.K.] on 2 May 1866.

Thomas passed away in 1887 at the age of 72 after a lingering illness[2] and was buried at Jonesborough Church, Jonesborough, County Louth, Ireland.

He wrote the definitive history of the ancient Fortescue family, titled History of the Family of Fortescue in all its Branches (London, 1869; 2nd edition London, 1880). He produced a Supplement in 1885 containing new information following his discovery of two 13th-century Fortescue charters in Eton College library.
