Biography
Foster was born in Canada in 1854. His mother was Mary Ann Fuller Gilmore. He was the third husband of Emily Carpenter Tatum Farmer. When he passed away, he was buried in the Old City Cemetery, Tallahassee, Leon County, Florida.[1]
