"Goshen was included in the original survey for the Welsh, but many surveys were made there for other purchasers, owing to delay on the part of the Welsh to settle the land. It seems to have been organized as a township in 1704, as Cadwalader Ellis appeared at court as constable for the township in that year, previous to which it was considered a part of Westtown."
