Hannibal Emery Hamlin was the son of Hannibal Hamlin and his second wife Ellen Vesta Emery Hamlin. He was born in 1858 in Hampden, Maine.
He graduated from Colby College and pursued the law at Boston University and Columbia University in the early 1880s. He was called to the Maine bar in 1883 and began a practice in Ellsworth, Maine.
Hannibal Hamlin served in the state legislature 1893-95, and in the state senate in 1899. From 1905 to 1908 Hannibal Hamlin was Maine’s Attorney General. He returned to his practice in Ellsworth where he remained for the rest of his life. He never married.
