I believe Josie, had gotten pregnant for Arthur at age 21 for James Vinson who was 18. They had 2 more illegitimate children: George & Susan. I think since they had 3 children already they decided to get married in December 1883. I believe they kept her maiden name due to the fact that they were not married at the time of births. In 1885 they finally had 1 legal child, James. I believe she kept her last name for him due to the fact that the other children had the Hammonds last name.
Since James Vinson was married again in March 1886. There were obviously issued with their relationship. And since the children did not have his last name, I believe Josie packed the kids and moved west to Indian Territory, Oklahoma.
This is where she met Thomas Roe and they were married about 1887. They had 3 children of their own: Henry, Thomas, & India Mae. Thomas took in Josie's previous kids, his step-children, and they may have taken on his last name. It looks like James T. took on the Roe last name.
Once Thomas died, she moved to lived with her daughter India Mae in Texas.

Note N197William Roe is shown in the 1920 Census as the 3 year old biological son of Thomas and Josie Roe. However, Josie would have been at least 56 years old when William was born, so it is unlikely William was their son. He was probably a grandson living with them.
