Frederick was born on 20 January 1886 in Caltowie, South Australia. He was the son of William Howell and Catherine Elizabeth Brown. ^[1]

He married Edith Ella Wenham on 20 March 1901 at the residence of Rev. J. G. Wright, East Adelaide. ^[2]

He passed away in 1916, aged 36. ^[3]
