William was born sometime around 1808 according to various sources. He is the son of Captain Philip Hughes RN [1]
William is an alumni of Charterhouse School (1821) [2]. He purchased a commission as an ensign in the British army in 1825 [3]
On March 29th 1826, he was taken from the half-pay list to be appointed enseign in the 52nd Regiment of Foot. [4]
On November 13th, 1828, He was promoted Lieutenant by purchase in the 52nd Regiment of Foot [5]
He retired from the military sometime before 1851 as a Captain likely in the 5th Dragoon Guards [6][7].
He married Georgina Frances Otway at St Marylebone, Middlesex, London, UK on the 20th October 1835 [8]
They had At least 8 children:
1. Cordelia Frances (1839-1930) [9]
2. Blanche Georgina (1840-1904) [10]
3. Loftus William Henry (1843-1883) [11]
4. Cecil Alfred Jocelyn (1845-1884) [12]
5. Waller Phillip (1848-?) [13]
6. Jocelyn Tufton Farrant (1852? – after 1894) [14][15]
7. Florence Phoebe (1854-1854)
8. Harold Ernest Carlyon (1856-1909) [16]
There may have been one other son
In 1851 William (36) and Georgina (29) and their children Cordelia (11), Blanche (10), Loftus (9), Cecil (5) and Waller (3) were residing at 21 Cumberland Street in Marylebone, London

In 1861 William (46), Georgina (39) Cordelia (21), Blanche (20), Loftus (19), Cecil (15), Waller (13), Jocelyn (9), and Harold (5) were residing at 49 Cumberland St in Marylebone [18]
In 1871 William (56), Georgina (44/49), Waller Phillip (23), Jocelyn TF (19) and Harold EC (14) were living at 2 Hesketh Crescent, Torquay, Devon. The transcription of the record lists the family as that of William Pak Streater however, the image clearly shows the head as William J M Hughes[19].
In 1873 William assumed the partonym Otway by Royal Letter dated 14 Jan 1873 [20] and at a later date took by deed poll for himself and his wife only the additional name of Loftus [21]
In 1881 and 1891 the family residence was 13 Grosvenor Square, Westminster. In 1881 Both William and Georgina were in residence along with 14 servants and staff [22] By 1891 William, now 76 is a widower with his son Jocelyn (39) and his wife Eva May Otway (24 and daughter Georgina=a F (3) in residence along with 14 servants and staff [23].
He died on 10 Nov 1894 leaving an estate of over 71,000 GBP to his (sole surviving?) son Jocelyn Tufton Farrant Otway Esq. [24]
