Son of Noah and Landonia Linkous Kipps; brother of Mary Frances Kipps Price. Married to Betty Mitchell (1847-1910), he was the father of one son: L.L. Kipps, Norfolk, Va.; of four daughters: Mrs. R.L. Fagg, Mrs. C.W. Black, Miss Elizabeth Kipps, all of Edenton, NC., and Mrs. E.F. Birckhead of Fredericksburg, Va.
Company L, 4th Virginia Infantry, Stonewall Brigade, Jackson's Division, 2nd Corps, Army of Northern Virginia, C.S.A.
Enlisted on 7/16/1861, he was mustered into "L" Co. VA 4th Infantry as a Private. Promoted to Sergt 4/23/1862. Wounded 7/1/1862 Malvern Hill, VA. POW 3/13/1863 King George County, VA.; exchanged 3/15/1863. POW 7/3/1863 Gettysburg, PA.; exchanged 9/18/1864. He was Surrendered 4/19/1865 at Appomattox Court House, VA.
The 4th Infantry Regiment was assembled at Winchester, Virginia, in July, 1861. Its companies were from the counties of Wythe, Montgomery, Pulaski, Smyth, Grayson, and Rockbridge.
