Elizabeth was born about 1822 in Lichfield, Staffordshire, England. [1]
In the 1871 census Elizabeth (age 49) was the head of household in Hyde Park Corner, Headingley cum Burley, Leeds, Yorkshire & Yorkshire (West Riding), England.[1]

She emigrated from England to New Zealand with her two daughters Elizabeth Langley and Mary Ellen, travelling on the ship Camperdown. They departed on 14 April 1876, arriving into Nelson on 4 July 1876 after an eventful passage. Her occupation was recorded as Matron.[2]
Elizabeth passed away in 1906 at the age of 84.

According to https://freepages.rootsweb.com/~glanville/genealogy/families/langley%20turner.html in the 1894 will of Alfred John Langley, he referred to his sister Mrs Elizabeth Turner of Epsom, Auckland, New Zealand which looks to match her. That page makes a further reference to the marriage notice of Elizabeth's daughter, Elizabeth who married Thomas Hallett in 1881, stating that the newspaper reported she was the eldest daughter of the late Mr Donald Turner of Brooklyn, United States, but that no other records were found.
