Wilma Lackey McGuire was born on September 17, 1901 in Tennessee, United States, daughter of Robert Redmond McGuire (1862–1941) and Ella Jane Lackey (1867–1942).
Billie died on August 15, 1992 in Morgan, Alabama, United States, aged 90.[3] She was buried in Decatur City Cemetery, Decatur, Alabama.
