Neil was the son of Donald and Mary Ann (McPhee) McKinnon and was raised to adulthood on Lot 27 in Concession 5, Culross Twp, Bruce County, Ontario, Canada. This area of Culross was known as the "Alps".

He married Mary Leah MacDonald on 24 Oct 1894 in Teeswater Ontario. She was the daughter of Alexander & Mary Anne (Crowe) MacDonald, who farmed across the road.

According to tribal knowledge, their children were exposed to tuberculosis through a farm hand who was unaware he had the disease. As a consequence, many of Neil and Leah's children died in middle age or before.
