I am pretty sure even the Julian/The Gregorian calendars which ever one you are using the next year after 1699 would be or at least should be 1700.........
So I believe the Registrar meant 1699/00 not jump 10 years only days 10 days. Since the Julian calendar is 10 days ahead of the other.
So he proposed and they Published their matrimony January 14 1699 and Lawrence died July of the same year...................
there is a 2nd Published their matrimony January 14 1699 again..................
