William Harvey Moats was born on 14 May 1875 in Washington, Maryland[1], son of George B Moats (1844 - 1894) and Susan C (Fitch) Moats (1851 - 1918).

In the 1880 census W Harvy Moats (age 5) was the son of Geo. B. Moats in Tilghmanton, Washington, Maryland.[2]

William married C Estella Coffman evidently early in 1918. Stella was his next of kin in September of 1918 on his WWI draft registration and the 1930 census stated that he was 43 years of age at the time of his marriage.

William Harvey Moats completed his WWI draft registration on 12 Sep 1918 in Washington, Maryland.[5] Born 14 May 1875 in Fairplay, Washington County, Maryland, he was then 43 years of age and a retired merchant. Next of kin was Stella Moats. He was described as being of medium height and slender build with brown eyes and hair.

In the 1920 census William H Moats (age 44) was the married head of household in Washington, Maryland.[6]

William Harvey Moats died 2 May 1943 (aged 67) in Washington County, Maryland, and was buried in the Mountain View Cemetery in Sharpsburg, Washington County, Maryland.[1]

From The Daily Mail (Hagerstown, Maryland), 3 May 1943, Page 12 [9]:

"Deaths -- W. Harvey Moats, who for years conducted a wholesale produce business in Pittsburgh, died Sunday noon. Mr. Moats resided years in this county and was a life-long member of St. Mark's Episcopal Church, Lappans. Surviving are his wife, Estella Coffman Moats and the following sisters: Mrs. Cora Stockslager, Mrs. Tina Rowland, [of] St. James [Maryland], Mrs. Milton Bloom, this city. The body was removed to the A. K. Coffman Funeral home where services will take place at 4 Wednesday afternoon with Rev. Walter B. McKiney officiating. Burial will be in Mountain View Cemetery, Sharpsburg."
