Wilfred was born in 1909, the son of Archie Oatman and Frances "Frankie" Smith in South Norwich, Oxford, Ontario.[1] In 1909, their family moved to Milwaukee, Wisconsin.[2][3] where his father was a hotel keeper.[4]
By 1920, his family had moved to Victoria, British Columbia where his father worked as a farmer,[5] a hotel proprietor and [6] and a janitor.[7]
