Wilford was born in about 1903 in Kentucky, USA.^[1]

In the 1920 census Wilford (age 17), was employed in farming with his uncle Fram Oliver in Harmony, Caldwell, Kentucky.^[2]

In the 1930 census Wilford (age 27), Driller, was the married head of household in District 6, Harlan, Kentucky, United States.^[3]. He was a driller in the wells blasting industry.

In 1935 according to 1940 census Wilford (age about 32) was living in Trigg County, Kentucky, USA.^[1]

In the 1940 census Wilford (age 37), Shovel, was the married head of household in Trigg, Kentucky.^[4]

Wilford and Otie Murl (Wyatt) Oliver had six children:
