Eleazer was born in 1744. He is the son of Josiah Payne and Martha Sheppard.

Eleazer (24) and Elizabeth Manifold (23) were married on 8 Nov 1769 in York. Elizabeth was born on 17 Oct 1746 in Hopewell, York, Pennsylvania. She was the daughter of Benjamin Manifold and Annibel (Danger) Manifold.
