Francis Persse was born circa 1706 at Roxborough House, County Galway, He was the son of of Henry Persse and Mary Stratford.
He married, firstly, Dorothy Blakeney, daughter of Colonel Robert Blakeney and Sarah Ormsby, after 1725 at County Galway, and with whom he had two children, Jane and Henry Persse.
He held the office of High Sheriff of County Galway in 1734.
Following Dorothy's apparent demise, he married, secondly, Sarah Skerrett, daughter of Anthony Skerrett, in 1744 at County Galway, Ireland, who bore him three more daughters.
He also lived at Ballymerret, Leitrim, County Galway, Ireland.
His last will was dated 18 September 1777.
He died after 18 September 1777.
