William Pengilley Richardson was born on 12 January 1823 in Wanstead, Essex, his father, Charles Richardson, was 35 and his mother, Ann Pengilley, was 33. He married Sarah Jeffreys in September 1845 in Buckinghamshire. They had eight children in 19 years.
Baptized at Brickfield Congregational Church. His early life is undocumented, in 1851 he was a grocer in Baldock Street, Ware, when his first son Charles was born. He was the manager of Brunswick Whalf and cement facility at Nine Elms London. He died on 31 January 1895 at the age of 72
