Charles was born about 1886 in Dover, Kent, England, United Kingdom. He was the son of carpenter Charles Rolfe and Frances Cramp. ^{[1] [2]} In the 1891 census Charles (age 4) was the son of Charles G Rolfe in Buckland, Kent, England. He had four siblings at home.^[3] In the 1901 census Charles (age 14) was the son of carpenter and joiner Chas G Rolfe in Dover, Kent, England. He had two siblings at home: Elizabeth and Annie M S Rolfe.^[4]

He passed away about 1948. Charles was mentioned on a memorial in Chatham Palmerston Road Cemetery, Chatham, Medway Unitary Authority, Kent, England with a death date of 17 March 1948.^[5]
