Jesse was born in 1752, son of Elnathan Rowley and Lydia Welles. He was christened 8 Mar 1752 at the 2nd Colchester Congregational Church in Colchester, Connecticut. He married Bathsheba and they had six known children:

He appeared on the 1790 U.S. Census in New London County, Connecticut. He passed away in 1804.
