Edward Russell settled in Elwood, Doniphan, KS in 1857 where he was publisher of the Elwood Free Press. He served in the Kansas House of Representatives in 1862, 1863, 1865. He was appointed Quartermaster General of the State in 1863, and Superintendent of Insurance in 1873.
