Chapman was born in 1887 in Dunlow, Wayne County, West Virginia, United States. He was the son of Bennett Salmons and Rhonda Jane Wooten. Chapman was married twice: Mary Maynard and to Julia Copley. He passed away in 1964 in Wayne County, West Virginia, United States. Chapman was buried at the Salmons Cemetery in Dunlow, Wayne County, West Virginia, United States.

Notes

The "Indexed Register of Deaths-Wayne County, W.Va." indicates that Chapman died of heart failure and controlled carcinoma of the prostrate.at the age of 77 on November 11, 1964, and that he was a teacher by profession.
