Noel was born about 1876 at Goodwater, Red River, Choctaw Nation, Indian Territory, the son of Levi Sampson and No-wa-te-ma. Noel passed away in 1918 at Goodwater, McCurtain, Oklahoma.[2]
Noel was married to Lucy King, the 1910 U.S. Census indicated that he was divorced at that time. Lucy remarried and became Lucy Logan.
