Walter, "Tom", Scates was born in 1941. He is the son of Erskine E. Scates, Sr. Tom was a social science teacher at Winfield High School, Winfield, Kansas, for 23 years, and an organizational specialist for the Omaha Education Association for 17 years. After a brief retirement of 3.5 years, he worked for the Nebraska State Education Association as an organizational specialist for 3 years.
