Duncan was born in 1891. He is the son of George Scott and Julia Cameron. In 1913 Duncan went to Canada on board the "Letitia" and in June 1915 signed up in Winnipeg to join the Canadian Expeditionary Force for WW1, he was declared fit, 5ft 10 inches, blue eyes and dark brown hair. His service number was 460958 and he became a sergeant. His address was 200 Kennedy Street, Winnipeg and he gave his occupation as a clerk. Duncan was released in 1919 and reportedly said he intended to go to Vancouver.
