Hobart was born in 1887. He was the son of Edward Seymour and Anne Kane.

His father was Canon of Christ Church, Dublin, Ireland.

Hobart served with the Royal Navy and gained the rank of Lieutenant in the 1st World War. He died on 27 April 1916 at the age of 29, killed on board HMS Russell.
