When President McKinley ordered his “call to arms” against the forces of Spain in 1898, nearly every state in the Union organized volunteer units to join in the fight at Cuba and the Philippine Islands. Of no exception, the District of Columbia began recruiting its own regiments and thus the 1st District of Columbia Volunteer Infantry was organized in May 1898; Shaw joined the regiment as a first lieutenant on May 16, 1898. Unlike several state-raised units of the war, the 1st D.C. Volunteer Infantry saw action in Cuba and Porto (Puerto) Rico. With the conclusion of hostilities, the regiment was honorably mustered out in November 1898.
