Arthur was the son of George and Sarah Ann (Miles) Stephens. He was born in May 1869; his birth was registered at Monmouth in the 2nd Quarter 1879.(1)
At the time of the 1891 census he was living with his mother and siblings in Gloucester at 7 Ladywellgate Street, St Mary de Crypt, and working at the docks as a labourer.(2) The 1901 census shows him still living at home and now working as a bricklayer.(3)
Arthur (along with his brothers, Jimmy and Sidney; son, Eric James 'Dick' Stephens; and nephew, Eric James 'Jim' Henry Stephens) was part of the Stephens rugby dynasty, playing for Gloucester 1st XV on 144 occasions. (4)
Arthur married Elizabeth Freeman in Gloucester in 1908.
