Howard was born 3 April 1894, in Mineville, New York. He was the son of Patrick Howard Tracey (abt.1850-) and Mary L (Denison) Tracey (abt.1856-abt.1909).^[1]

In 1905, Patrick (Patsy) is living in Westport, New York, with his second wife Bridget, and adopted son Howard , and a brother -in-law John Dennison.^[2]

Howard completed his World War I draft registration on 5 June 1917. He is a miner on Lyon Mountain for the Chatenugay Orr & Iron Company. He is single, 23, and he states his mother, father and one sister ar solely dependent on him. He was described as medium height, medium build, light blue eyes and light brown hair.^[3] He served as a private in Company E of the 308 Engineers. He enlisted on 21 September 1917, and was discharged on 8 July 1919.^[4] Howard sailed on the City of Poona to Liverpool. He returned on the USS Zeelandia', from St. Naizaire. He took part in the 1918 Meuse-Argonne offensive from September to November 1918.^[5]

Howard Tracey married Flora Anne (Clark) Tracey (1895-1986) on 9 June 1917, in Washington, New York. ^[6]

In 1920, the family is living in Dannemora, Clinton, New York.^[7]

Howard died in December 1927, in Sussex County, New Jersey.^[8]
