Howard completed his World War I draft registration on 5 June 1917. He is a miner on Lyon Mountain for the Chatenugay Orr & Iron Company. He is single, 23, and he states his mother, father and one sister ar solely dependent on him. He was described as medium height, medium build, light blue eyes and light brown hair.[3] He served as a private in Company E of the 308 Engineers. He enlisted on 21 September 1917, and was discharged on 8 July 1919.[4] Howard sailed on the City of Poona to Liverpool. He returned on the USS Zeelandia', from St. Naizaire. He took part in the 1918 Meuse-Argonne offensive from September to November 1918.[5]
In 1920, the family is living in Dannemora, Clinton, New York.[7]
