William Otis Walker was an African-American publisher, Cleveland-area politician, and editor of the Call and Post, an African-American newspaper based in Cleveland. He was the African-American to serve in an Ohio Governor's cabinet.

William Otis Walker was born in Sep 1896 in Selma, Dallas, Alabama, United States. He was the son of Alex Walker and Annie Lee Jones.

In 1900, William was living in Valley Creek, Dallas, Alabama.[1]

William died on 29 Oct 1981 in Cleveland, Cuyahoga, Ohio aged ~85.[2]
