Franz Walmer changed his name to John Muller, and lived in Oakland, CA in 1936. He is also found on the 1910, 1920 and 1930 US Census living near the 1910 home of his brother Charles J. Walmer in Bernardsville, NJ. He was a baker, as was Charles. It is unknown when or why Franz changed his name.
So far, I have been unable to find him on the 1900 Census, though believe he was living in New York at the time. 1900 is also about the time he was married to Louise or Louisa who was born in Germany, and his eldest daughter Emma was born circa 1900 in New York.
Future researchers should also look at the surname "Miller" as this was often how "Muller" was transcribed. No other records have been located for Franz/John or Louise/Louisa, or any of their children, Emma, William, Joseph, or Philomena. The latter three were all born in New Jersey, and were likely well known to the children of Charles. Some of the photos of Charles children whilst visiting NJ contain unknown individuals. Some of whom could be these cousins.
