Charles Watson was born on 9 June 1751 in Berkshire, England. He was the son of Vice-Admiral Sir Charles Watson.
He was created Baronet Watson of Fulmer in Buckinghamshire, England, by King George II of England, on 22 March 1760, on account of the services of his father, who died in 1757 in Calcutta (Kolkata), India, in the performance of his duties.
Sir Charles Watson married Juliana Copley (daughter of Sir Joseph Copley, 1st Baronet, and Mary Buller) on 16 July 1789.
He lived at Wratting Park, West Wratting, near Cambridge, England.
He inherited the manor of Combe Martin, near Ilfracombe, Devon, England, via his mother, Rebecca (Buller) Watson.
He died on 26 August 1844 at age 93.
