Research Notes
I found a birth and baptism for one Cecelia Watts, daughter of Hugh in 1769, so I am unsure why she is named as a minor on the marriage, even though her father passed away earlier in the year of 1791. It is the only Cecelia that I found registered in the 25 year period searching FMP and FS.
